The Landsraad was the planetary legislative body that governed the planet Galactic Primus along with the Emperors of House Corrino from Year 19,071 until the formation of the Imperial Republic in Year 23,786.
The Landsraad was divided into an aristocratic upper house composed of hereditary nobles, including several members of House Corrino, and a more democratic lower house elected every 10 years by direct popular vote of the population of Galactic Primus.
The upper house of the Landsraad became the Imperial Parliament with the formation of the Imperial Republic. The lower Landsraad house became the elected Citizens Assembly responsible for the local government of Galactic Primus during the time of the Imperial Republic.
When the upper Landsraad chamber became the Imperial Parlament, it was initially composed of 233 hereditary nobles native to Galactic Primus along with 51 representatives appointed by the governments of other worlds.
Over the millennia, the Parliament members native to or representing Galactic Primus became a small minority of parliamentary members, greatly outnumbered by thousands of off-world representatives, as successors to the office of Emperor of the Republic granted hereditary seats in Parliament as well as granting the right to appoint non-hereditary members to various planetary governments, corporations, religious sects, guilds, alien races, and other interest groups.
